Brett Mason opens meeting.
A list of achievements for the year was read out. This included work on keeping the supermarket to scale, Ashmore Estate, parking, assistance to small groups and Alexandria residents.
Projects for next year were noted.
Thanks were given to people who have contributed to projects throughout the year.
The balance of the bank account was noted ($496) and the major item of expenditure (t-shirts for Erko Beserko).

The meeting chair was handed over to Paul Hatton.

Paul Hatton introduced himself and gave his views and plans for activities over the coming year.

Discussion of issues opened.

Ashmore Estate
It was noted that the Leighton plans largely fall in Council planning. The main concerns for Sydney Park Village are traffic management, creation of rat runs, parking provision (shortfall in off-street parking) and height. The DA for clearing and decontamination is coming for consideration by Christmas, the display suits by April and construction to begin by July.
All trees have been recommended for removal, even though they are protected, they will be removed anyway.
The sub-committee for Ashmore will be sent the contact details for Council planning. Another group for just two streets has been formed. Contact will be made with them and they will be invited to the next meeting.

Traffic
Paul Howard advised that there was still no response from Council. The email is to be printed and mailed as they

 Holy Trinity Church Noise Concerns
Lynne Barwick and Mary-Anne Cornford amongst other residents neighbouring the church have raised the issue of noise from various activities now held within the church precinct. Noise on the south and east sides of the church is particularly strong and happens 7 days a week and often to 9.30 at night. In particular dance classes appear to be the most intrusive with Zumba and Tap being very loud. These are primarily commercial activities using a neighbourhood facility without taking in to account their affect on residents. Activities like Yoga by their nature tend to be conducted quietly. The previous Reverend was reluctant to respond to complaints so residents went to Council in order  to resolve the issue. Evidently Churches can claim exemption from these concerns. The Council has responded by requesting the Church suspend activity within 4 weeks. The Church asked for an extension and the Council gave them 4 months to sort out a DA.The current Reverend, Roger Fitzhardinge attended the FOE meeting. He has commissioned an acoustic study to measure where and by how much the noise is intrusive. He is committed to meet community objections on this matter and will work to achieve a DA that will maintain Church activities and allay residents concerns. 
Paul H suggests Roger F chair a community meeting to inform them of his strategy and also obtain from Council their requirements to complete a DA of this nature. Lyn S suggests some of the activities will need to be circumscribed or rescheduled. Roger F hopes the installation of sound proofing will resolve most of the issues and requests that his contact details be included in the FOE’s next newsletter. 
Ashmore Estate
Andrew M asked what has happened to Wendy Bacon as she was drafting a letter in regard to Council not being made aware of revised plans for the development by the architect or developer. Evidently Wendy is in the UK and is not receiving emails.
There has still been no response as yet from the Minister for Planning to FOEs request for a meeting in regards to the Ashmore development and no response from Council either for a meeting with Planners. Brett M outlined briefly what the meeting with other community groups covered. Their concerns mainly related to the lack of detailed thought given to the DCP. The Ashmore Estate development is unique and there is no other development in the Sydney Council area of this scale so should be considered separately. Andrew M repeated the concerns of Sydney Park residents and reminded FOE that he is delegated by those residents to keep FOE informed of the situation at Ashmore and to also report back anything of interest to Sydney Park residents. He also reminded the meeting that the Ashmore development is so big that it is inevitable that things must be ongoing with the developers even if they are occurring beneath the radar of the Erskineville community. 
Ward System
There remains general dissatisfaction with the level of engagement of Council to issues outside of the City bailiwick. We need more local representation and the Ward system may provide greater focus on local issues. 
Paul H tabled a paper prepared by David Aitken which covers the views of Cr. John McInerney and Toney Pooley on the arguments relating to introducing the Ward system. This will be inserted into the July FOE newsletter in order to raise the discussion level on this matter. 
Traffic Survey
There has still been no action from Council on initiating a traffic audit for Erskineville. Cr. Harris had sponsored a motion to do so on 16 May and despite repeated requests by FOE for an update there has been silence. Paul H tabled a paper with a timeline showing what FOE had been doing to pursue the Council in regard to this supposedly urgent audit. Council needs to meet with residents to get a handle on parking and traffic concerns in Erskineville. 
It was decide to up the ante and go to the media in order to prod Council into action. 
Other Matters
Community Gardens
Paul H provided photos of a community garden in North Sydney as an example of what can be achieved with some Council involvement. It was pointed out that Milsons Point has a good example of a resident going ahead with a garden and North Sydney Council subsequently adopting it.
 It was agreed that it may be better to continue using the Erskineville Rd garden as it is rather than continue to lobby Council to legitimize it. They appear unmoved by local interest in having it as a community garden. Lets wait till Council elections are closer before raising the issue again. 
Fracking
Zio L was not present tonight so there is no update on the community action in regard to the St Peters drilling. 
Financials and Membership
It was noted that the AGM will be on 1st Wednesday of October. All positions on the executive and sub-committees will be open for nomination.
Meeting Venues
Sydney Council intends to do renovation work on Erskineville Town Hall later in the year which may mean FOE moving its meeting location. We will investigate an alternative venue. The Holy Trinity Church or Joseph Sergeant Centre is possibilities. 
Trevor Davies
It was noted that Trevor Davies, editor and founder of the South Sydney Herald died recently. An obituary edition of the paper is being prepared and will be distributed soon. The meeting acknowledged his contribution to airing matters of local concern.

Ashmore Estate
Question arose as to wether Wendy Bacon got through to Council with her letter in regard to Council not being made aware of revised plans for the development by the architect or developer.
Sydney Park Village had an AGM for the Executive Committee recently. There is a lawyer on the Committee who is checking up on legal implications of any planning matters. In contrast to what Goodmans are claiming there will be no DA until the Control Plan is signed off, and so far it remains at the submission stage. The immediate residents are overwhelmingly opposed to the proposed development in its present form.
 There has been no response as yet from the Minister for Planning to FOEs request for a meeting in regards to the Ashmore development and no response from Council either for a meeting with Planners. Glenys Berejiklian (Minister for Transport) has issued an invitation to attend a breakfast meeting on Transport matters. FOE sees no benefit in attending. 
It was agreed that a FOE sub-committee should be formed to oversee the Ashmore situation once its development gears up.
 Erskineville Road Supermarket Site – New DA
The DA for the above application was approved by Council on 16 May despite a continued strong objection from FOE particularly around the issue of lack of parking. There were no concessions made to any of FOEs objections apart from Councils plan to proceed with a traffic and parking audit. FOE will resubmit its Traffic Survey Report to Council. 
There was general anger at the meeting about Councils decision, particularly that they had ordered a traffic survey to be done but had approved the DA before results of that survey would be in. A comment was made about the dysfunctional nature of the Councils Planning group – how could they recommend the DA approval when it goes so much against policy in relation to parking provision. The issue of affordable housing was used as a fig leaf to approve the DA when in no way would these units fit the criteria of affordable housing. David A raised the issue of how could they approve a plan without provision for disabled parking. Would this break Federal law – he will investigate the issue further.

Ward System
Brett M and Paul H will attend a meeting of various local action groups to discuss issues of common concern. There is some discussion about wether to push for a reintroduction of the Ward system. Some are even calling for breaking away from Sydney to join Marrickville Council or reinstate South Sydney. Is there support for a Ward system amongst residents and should FOE do a survey to evaluate opinion.

It was decided that we should lobby for LEP to be put on hold until issues such as Ashmore were discussed and resolved. 
Traffic Survey
There has been a lengthy response from the Lord Mayors office to FOE in regard to our repeated questions in regard to parking and traffic. The Council has agreed to do a survey but FOE would like to meet with planners before they commence in order to agree on scope of work. 
Other Matters
Car Share Schemes
A response was received from Mayors office. 
Community Gardens
A letter will be sent to Council in response to their offer of the Baldwin Street reserve as a site for a community garden. 
Play Ground on Green Bans Park
No response from Council as yet to Amalina W letter to Council in regards to FOE concerns about the use of part of Green Bans Park as a playground. 
Energy Australia Restoration Works
There has been a response from Council and AusGrid on the deplorable state of Subakettes work. Evidently the contract with Subakette obliges they restore all footpaths and affected areas to their original condition once work is completed. 
Play Turtle Lane
The DA was approved 
Aleexandria Working Group
Evidently workers from The Technology Park at Redfern are parking in the surrounding residential streets of Alexandria rather than the parking areas provided on site. This is causing concern along with the lack of a proper bus service through the area. 
City of Sydney Night Time Policy
Brett M attended a community forum to gauge what ideas residents might contribute to a draft policy document which will be delivered around September to be put on exhibition in 2012. 
The 2 main issues raised were: Improvement of transport linking entertainment areas eg Kings Cross to Newtown (shudder!) and a better approach to licensing laws so that small operators have more leeway in regard to planning laws. 
Suicide Prevention Fundraiser
Event at Enmore Theatre on 5 June to which members are encouraged to attend. 
Fracking
An email has been circulated to residents asking them to join a protest meeting at the drill site when drilling starts. Council having initially supported the scheme have gone quiet on the issue sensing community disquiet. 
Financials and Membership
A number of people joined FOE this evening. 
Other Matters
A surveyor was observed in the Erskineville Housing Estate leading to speculation that the area may be up for redevelopment plans again. Residents are keeping a close watch as the situation develops. It was noted that a previous proposal was fiercely rejected by locals as the area is one of the more successful housing areas of its kind.

Ashmore Estate
Brett M outlined the state of play re development proposal at Ashmore Estate site. Council has continued to receive submissions and will compile and put together a report which will submitted to the Department of Planning in 2 to 3 months. It will be made part of a submission reviewing the proposed DCP. It was proposed that FOE should meet with the new Planning Minister, Brad Hazzard to discuss the development. Evidently there was strong disagreement between Council and the previous State Government over the DCP. FOE should maintain pressure on Clover Moore to approach the minister and discuss residents strong concerns about the proposal. 
Wendy B has drafted a polite but pointed letter that indicates Council were not made aware of revised plans for the development by the architect or developer. Was the developer deliberately keeping Council and residents in the dark for more than a year? Wendy suggested FOE use the FOI Act to find out about any meetings between developer and State authorities.
 It was generally agreed that FOE should keep their powder dry as this issue has still some time to run and in the meantime build a strategy that will be ready to go to the community when the time is appropriate. To that end a sub committee would be formed to organize residents and formulate an action program.
There were a number of people from the Ashmore Estate area present at the FOE meeting. Andrew Marshall updated the group on what Sydney Park Village residents had been doing to organize opposition to the new proposals. There is already a strong network in place on which a sub committee could build a formidable group. There are 810 units in Sydney Park and they had 500 responses to the petition circulated re the Estate development. 
It was noted that Barry O’Farrell recently stated that a petition concerning a planning matter with more than 10,000 signatures would automatically be looked at seriously. 
Erskineville Road Supermarket Site – New DA
Council is due to consider the DA on 9 May (this coming Monday). All parties are able to make a short verbal presentation. It was proposed that FOE should have 3 or 4 people present. The major objection to the development should be that as this new DA is a mixed development proposal it requires a totally new DA not a modification to the recent approved DA. 
Paul H, Brett M, Amalina W and David A will present and will meet at the weekend to discuss a presentation strategy. Brett will email residents to get them to go to Council meeting to support speakers. Brett M will phone Concillors Burgmann and McInerney to outline FOE objections and may also raise issues relating to the Ashmore Estate development. 
Traffic Survey
The traffic survey developed by Tim Hiley was sent to Council with a cover letter. So far FOE has only received a thank you response from Cr. Marcelle Hoff. FOE will keep pushing Council to respond to the report and implement their own traffic audit with the aim that a sound traffic/parking strategy for Erskineville will eventuate. 
Car Share Schemes
Council has not responded to our concerns on the car share scheme. There is no consistent strategy on what companies will be allocated to what spaces and where. Will some streets have 2 or 3 park spaces allocated and others none. Quite a number of residents (including FOE members) use the scheme (particularly GoGet) and are supportive of the system but would also like to see what policy Council intends to pursue on issue of spaces and rent for the use of spaces. GoGet was recently sold to a larger commercial enterprise so there must be significant profit in the scheme. Is it fair that the rental companies are paying not much more than a resident would for use of a parking space in the area?
 Play Ground on Green Bans Park
Amalina W will write to Council to put FOE concerns about the use of part of Green Bans Park as a playground. 
Community Gardens
Council has offered the Baldwin Street reserve as a site for a community garden. The offer will need to be looked at closely to see wether it is suitable as there has been some recent tree planting there. There are concerns that by giving up the Erskineville Road site it will enable Council to sell off the site for unwelcome housing unit development.
Energy Australia Restoration Works
Still no response from Council or EA on the restoration works after the laying of new conduits. Coulson Street is the latest outrage. In some areas the newly laid bitumen is sinking.
 Financials and Membership
A number of people joined FOE this evening. 
Other Matters
Once again a meeting attendee raised the Coal Gas Seam mining at St Peters. Zio L updated him with information on how he can participate in objecting to the destructive fracking process.
 An open letter should be drafted and sent to the State Government asking that the DCP be put on hold until it can be properly reviewed. 
The issue of Ward Systems for local government was raised again. Paul H noted that though the system had its drawbacks it would at least guarantee a councilor would be around to listen to and act on local issues.

1          Film: Saving the Erskineville Estate 2002; Thursday 14 April
 
Film maker Russ Herman and Erskineville Estate resident Hal Alexander spoke and distributed a leaflet about a showing of the film “Saving Erskineville Estate” next Thursday 14 April at 6.30, at the Erskineville Bowling Club. Hal said it was a popular people’s struggle and that the
main factor that caused the success of the campaign was the unity between tenants of the estate and local residents.
 
2          Ashmore Estate Development – Mitchell Rd 
Information about the Ashmore Estate proposal raised by Friends of Erskineville at the Public Meeting on 29th March 11 is at Attachment A.
·There is a new government and the new premier has publicly expressed his determination to improve development issues in NSW.  The controversial Part 3A of the Environmental Planning and Assessment Act 1979 (which gave the previous Minister the power to override planning laws) was abolished yesterday. A key issue - why is it possible for the developer (Goodman) to get a plan approved that doesn’t meet planning processes?



  • Brett M has been liaising on behalf of FOE with the office of the new Minister for Planning Brad Hazzard towards a proposed meeting to discuss the development.



  • Brett has sent out some media releases about the proposed development to 2GB, the Sydney Morning Herald and radio 702 Sydney, and has given some media interviews. There will be an article in the Inner West Courier next week. 



  • ACTIONS:



  • Brett will circulate the press release to the FOE mailing list.



  • Residents who live near the proposed development are asked to attend a photo shoot with the Inner West Courier this Friday 9 April at 8.30 am at the corner of Ashmore St and Mitchell Rd.



  • Wendy B volunteered to write a draft letter to Clover Moore to ask how the approval of the development plan came about;  to refer to a letter which showed the Council was informed of the development in June 2010; and to request a review of the previous planning decision, and  that the plan go back to Council for reconsideration.



  • Wendy will get the contact for journalist Matthew Moore so FOE can email him articles and information directly. 





  • Frances suggested getting GetUp involved in the campaign. It was suggested that information about the Coal Seam Gas drilling be included, and the issue be presented as the first test for Barry O’Farrell’s commitment to improved planning processes and community consultation. 



  • Anna B said advice from John Mant is to move quickly, get a message in early re the development coming as a back door deal from a corrupt, discredited government, and for FOE not to be portrayed as NIMBYs (Not In My Backyard). There is a need to frame a careful approach for the media. (“Barry’s First Test”) 



  • ACTIONS:



  • James, Anna, Amalina and Brett formed a communications team to write letters, media releases and talking points on the issued.



  • Anna will contact Malcolm Knox, Sydney Morning Herald journalist.



  • David A raised concerns that planning changes to Floor Space Ratio (FSR) will facilitate development. David will send his submission and a copy of a letter on the changes to FOE.



  • David will contact Nick Fox, photographer, to assist with an image. Beautiful image of Sydney Park, blighted by diagram of building.



  • Wendy B has written an article about the development for New matildas, and will email it to FOE for distribution to the list.



  • As many locals are still unaware of the situation, a letterbox drop was organised, Paul H, Zio and Francis will co-ordinate.



  • The leaflet will be updated and will include information about Coal Seam Gas mining (CSG). 





  • David A said that Sydney Council does not operate with a ward system, and so councillors are not responsible for particular areas of the council, and locals don’t have a councillor who is responsible for their area.  This structure effectively leaves residents without specific representation. 


3          New DA for Hive supermarket site 
Sydney Council’s Planning Committee will meet on 9 May to reconsider the Development Application for the supermarket and additional 20 units. FOE has raised concerns that the design has been changed so much that it needs to be resubmitted as a new application. This would be a good development as it could give the opportunity to challenge the supermarket again.
Paul H will organise speakers from FOE for the meeting. 
4          Membership drive and fundraising
This item was deferred until the next meeting. One new membership fee and $20 in donations were received at the meeting. 
5          Establishment of FOE committee
Paul proposed that Amalina W become Correspondence Secretary. Jan M seconded, all agreed.

Attachment A
The owner of the Ashmore Estate has presented plans for 60 Metre towers as part of the redevelopment of the Ashmore Estate Business Park on Mitchell Rd and Ashmore St.
 
Issues raised by Friends of Erskineville at Public Meeting 29th March 11
 
Highly increased density over Councils Control Plan for the site.
SCC has a Floor Space Ratio (FSR) in their DCP of 1.75:1 for the Ashmore Estate site. Goodmans are seeking an increase to 2.75:1.
To help put this into context, the Motto development has an FSR of 1.37:1. The ACI/Meriton site on Bourke St/Danks St is 2.5:1.
 
A village of Tower Blocks
 
To achieve their proposed density, Goodman want to include in their plans, 60 Metre tower blocks, accommodating between 17-24 storeys. These buildings would be taller than the towers opposite Sydney Park, along Sydney Park Rd. The limit Council wants to see on the site is 9 floors, across 2-3 towers located centrally on the site. There’s no guarantee of ‘tower creep’ once the development application is prepared, with the caveats of ‘If you let us do this, we’ll do that for you’.
 
Poor quality design
Goodman have used a storey height of 2.7M, providing for a ceiling height of approximately 2.4M. Sydney City Councils DCP lays down for a 3M storey height.
 
Overshadowing
Towers of this size will create significant overshadowing across Mitchell Rd, Belmont St and other surrounding streets and lower level parts of existing and planned developments in the precinct.
 
Traffic & Parking
Residents around the Coulson, Eve, Macdonald and Mitchell Streets can expect to have a significant growth in the level of traffic flowing through Mitchell Rd because of the increase in density and those residents needing to access and egress the precinct.
In addition, an increased impact on parking pressures as it is unlikely there will be anywhere near enough parking opportunities for the tenants of the planned development. For instance, Sydney City Council parking allocation policy works on a MAXIMUM of spots per total residential capacity.
There is also likely to be an increased volume of traffic along Ashmore St, as it becomes an access point to parts of the development, impacting on the bottleneck issues around Mitchell Rd and Copeland/Swanson St’s.
Particularly as it is likely to be the access point for any retail infrastructure placed on the site, like supermarkets.
The proposed bike path along Ashmore St is likely to further reduce parking capacity which also has regular additional pressure from sporting events held at Erskineville Oval.
Opening Macdonald St into the development is also likely to re-generate a level  of traffic in the lower streets of Erskineville, which were purposely isolated from through traffic some years ago.
 
Public transport
Rail journeys on the lines through Erskineville and St Peters are already under pressure, with not much chance of increased capacity on those lines and up to now, no commitment to stop the Cronulla/Bondi Junction train at either station, which could provide an additional capacity to the CBD and up to Bondi Junction.
Unlikely to see new or additional bus services come into the area, the current 355 route is almost as fast as walking to Bondi Junction.
 
Loss of sight lines
The towers will create a huge visual block from Sydney Park through the rest of the suburb and on to the city, which goes toward disengaging the park from the rest of the community.
The Draft DCP requires the panoramic views from the eastern & western knolls of Sydney Park to the Central Sydney skyline are maintained.
 
Loss of scale
We choose to live Erskineville for many different reasons, but one for many is the sense of human scale to the built environment. With 60 Metres the tallest and who knows the lowest, this development creates a level of height and density not in keeping with the local built environment. It’s more in scale with a CBD environment, of which has no relation to a residential suburb.
The Draft DCP requires a mix of building types that respond to the area’s context.
 
How Green will it be?
They can say they will build rooftop gardens, green walls and make the whole development look like one big topiary maze. There are absolutely no rules to ensure the finished buildings are completed with these sorts of design features.
How much open garden space will be sacrificed for additional structures relating to the buildings?
 
What is their long term commitment to the area?
Are they going to build it?
Will they get the City Plan approved and sell the site to a developer to build it. Think of one who has a poor track record with quality and low density.
Whichever developer takes the project on is likely to attempt to stretch the limitations of the Control Plan in order for them to maximise their profit, which will see us going through a similar process to the one we’re going through now.

Tree Master Plan
Arterra (Consultants for Council) will brief FOE at a later date. Locals should be encouraged to make a submission as this will be a good opportunity to influence what species of tree to have in your street. 
Traffic Survey
Tim Hiley completed and tabled the draft Traffic Survey. Tim said the style and layout of the report is consistent with the type of report Council would be familiar with. It is obvious from surveyed comments that there are definite issues to be pursued particularly in the area of parking. Paul H emphasized that there is no consistency in the way traffic or parking changes are enacted and Council doesn’t look at the total picture. Brett M said the report could be seen as a ‘Trojan Horse’ to stimulate Council into producing a comprehensive traffic survey and action plan. Councillor McInerney indicated he is keen to see the report and will talk to Council officers to get things moving. It was suggested that Amalina W write up a press release. Copies of the report were handed around for people to review to get back to Tim with suggestions. Once edits have been made it will be formatted forwarded to Council and put up on FOE web site. 
Car Share Schemes
Madeleine is preparing a letter to Council in response to their less than satisfactory answers to FOE’s concerns. There was a strong consensus that the Car Share companies were getting a sweet deal only having to pay the equivalent of a residents parking fee. Compare this with the premium restaurants are levied for using pavement space for seating. 
It was noted that the DA for Foodworks development on King Street made car park space available at rear in compensation for loss of open space. Not many people are aware of this. 16 Town Houses were built on what was a car park/open space. 
Play Ground on Green Bans Park
There was further discussion about the development of a playground at Green Bans Park. The plan was never given over to community consultation. Julie M commented that Council would do better to find and develop new park sites rather than endlessly modifying existing ones.
 Energy Australia Restoration Works
The standard of pavement and street restoration after completion of works remains unacceptable. A letter will be drafted to Energy Australia, Subakette, State authorities, Carmel Tebbit, Energy Minister, Lord Mayor and Councillors. 
Draft City of Sydney Plan
Brett M summarized the main points raised during a meeting he and Alastair M had with Council Planners about the Draft City Plan. The main issue appears to be a difference in philosophy between Council and State Government on zoning. Council has zoned in some detail, areas according to house type in order to maintain consistency of street vista. In Newtown/Erskineville a street may have an array of different houses with different numbers of floors or frontages. For example, in a block of single storey houses an owner would not be able to increase his house to 3 storeys. The State wishes to have a more homogenised plan that would cover larger areas of the LGA. Council is objecting to this approach and wish to preserve the variety of looks within the village area. Council also wants to maintain Erskineville shops at a maximum of 3 storeys. It was noted that the tram shed site has the same zoning as King Street retail. 
Sub-committees
A suggestion that sub-committees be formed to help run with particular issues like the Turtle Lane DA met with general agreement. 
Ashmore Estate
Brett M outlined what the Council has envisaged for Ashmore Estate in the City Draft Plan. This will be a big development with a mix of uses (2 supermarkets/high rise residential etc) and likely to be controversial. Council has proposed a 9 storey limit. The State Government came back and decreed it should be 20 storey. Council is currently lodging an appeal against the NSW decision and there is a likelihood that NSW may use its powers under the Planning act to take over site. 
Brett has arranged a meeting between City Planners and some local residents to get the ball rolling on a campaign. This issue may be a candidate for a sub-committee. 
Erskineville Road Supermarket Site – New DA
DOA had a successful public meeting on the 23 February where Kristy Lee from Hamptons property gave a critical analysis of the DA. That review will now go to Council after some edits. Paul H will make sure DA submissions go to Philip Black. Individual submissions are preferred and there should be many after the public meeting. The reaction at Erskineville shop stall on a recent Saturday was positive. 
Turtle Lane
Laura S – a resident of the Turtle Lane area was present to get support for locals objection to the Turtle Lane development. Evidently historical data relating to the area has been lost during the South  Sydney Council amalgamation. Some discussion ensued on how to retrieve this. Laura has contacted Kristy Lee with the intention of obtaining a review of the DA Paul H went through the process an action group needs to do to get Council on side in the DA process. Emphasised that locals need to ‘own’ the issue and FOE will provide support where possible. FOE’s core group cannot be involved in the detailed work of every DA proposal. There is a guide on FOE website to the steps required and an email on the issue will be circulated via FOE. 
Financials
It was generally agreed that FOE needs to raise more money. A specific email to FOE database requesting donations was one suggestion. A letter targeted at local businesses offering a patronage scheme through which they could advertise on the FOE website was another. The Trivia night was a good earner – could it be repeated? The Hive Bar has offered their upstairs area for FOE use – could this be a venue? How about getting Newtown High to do a creative neighbourhood concern poster?

Community Garden
In response to the Council claiming the unsuitability of the site for a community garden, Julie felt it politic to lie low for a while in the expectation that by not drawing attention to the issue it will continue to stay in public ownership by default. Their seems to be no support for a garden amongst Councillors. The general consensus though is that we should keep chipping away at Council on the issue. Julie will draft another letter challenging the points in Councils letter. 
Traffic and Parking
There was discussion again about parking. This time the Rochford/Prospect area has been targeted for residents parking. The strong feeling in the meeting is that the Council is following an ad-hoc approach to parking in Newtown/Erskineville with no discernable logic in its approach to residents parking or parking restrictions. 
We need to make our views known to Council as soon as possible. To that end Tim will put the survey data into a report format over the next weeks with the hope of having something ready for March. He noted that it needs to have an authoritative tone with a summary chapter summarizing the main points. We should also distill this material into an effective press release. 
Car Share Schemes
Once again we received an unsatisfactory response from Council to one of our letters. This time our list of queries re the car sharing scheme failed to elicit any useful answers. What is the policy towards car share companies? How do they allocate spots? None of these were answered satisfactorily. Madeleine will be asked to prepare a letter to Council in response. 
Tree Master Plan
It appears FOE are now influential enough to be asked to comment on Councils Tree Master Plan. This will be a street by street assessment. The MP will be put up on the FOE website and residents can make individual responses. FOE may draft a response. 
Play Ground on Green Bans Park
The Council has gone ahead with plans to install a childrens playground at the Green Bans Park. This is another example of Council going ahead with a scheme without proper community consultation. Local residents were notified only 2 days ahead of the project starting. In this case there may be better locations for a playground as an off leash park has now become dog free. The need for a bubbler was raised. Brett will draft up a letter to Council. 
Energy Australia Restoration Works
Energy Australia is currently upgrading the cabling in local streets. The standard of pavement and street restoration after completion is unacceptable. In some cases bollards have been removed and not replaced. Bitumen is being used to fix gutters where concrete should have been used. A letter will be drafted and sent to the contractor, Energy Australia, State authorities, Energy Minister and Councillors. This aesthetic and engineering abomination should be fixed as soon as possible. 
Draft City of Sydney Plan
Residents have received a letter inviting comments on the draft City of Sydney Plan. We should lobby Council to hold a public meeting to explain what they are doing. If this happens FOE will promote it. We also need to study the plan and evaluate its implications. 
Hive Site – New DA
The developer responsible for the last 2 DA proposals for the site (Harold Finger) has returned with a new DA. This time the supermarket is joined by 20 apartments in a much enlarged development. The same issues that were objectionable previously are still in place. FOE has engaged an independent town planner to look closely at the SEE and report back to ascertain wether there are grounds to object. If there are, we will arrange a public meeting to inform Erskineville residents of the  situation at which the planner will speak. 
Other Matters

 

  1. Pyrmont Community Group meeting: an invitation to attend will be taken up. They are keen to get our take on matters of mutual interest.

 

  1. Barangaroo:  Marcell Hoff has written to FOE to update us on where the Hands Off Our Harbour organization is at. They are currently organizing to oppose the Barangaroo development proposal in its current form. We will put up the link to their website on FOE website.

 

  1. Turtle Lane DA: 5 Townhouses + 2 other buildings have been proposed for


this site on Turtle Lane. Doug Cairns and fellow local residents are organizing an objection and are looking for advice on how to approach it. FOE recommended talking directly to Councillors as soon as possible to make them aware of concerns. It was suggested that a strategy for residents to organize objections to DA’s be written and posted on FOE website as a step by step guide.

 

  1. Gas Mining at Sydney Park: The controversial method to extract gas (fraccing) is being mooted for the inner west. A test bore has been set-up in Sydney Park. Local activists are running an American documentary called Gasland on this process to gather support around objecting to this mining method.

 

  1. Community Grants: Are we an appropriate group to be lobbying for grants? Brett will look at successful grant applications in the past and see if we could fit something around an application.

 

  1. No Dogs Allowed: A resident of Burren St wrote to FOE expressing concerns about the lack of proper signage indicating restrictions on dogs – particularly near playgrounds. Their was general sympathy for her position but FOE felt that she needed to work at getting support and FOE could advise her on strategy. Brett has written to her.

 

  1. There is now an FOE poster on the notice board at Erskineville Council offices. We have a key.

Community Garden
Still waiting for response from Council on Soil Report prepared by FOE on the Community Garden site. It was noted that new pots have been installed indicating continued interest. There will be a working bee on Sunday 5 December followed by a Xmas party on Sunday 12. 
Community Fundraising
Julie Moffit raised the idea of FOE fund raising for a community group that needs financial assistance. In particular she was keen on helping the National Literacy Foundation which assists indigenous groups to improve reading skills. 
There was some discussion on how FOE could help. Brett mentioned that FOE already has its own funding difficulties. Madeleine suggested FOE could use its email database to get info out to people about what they could contribute. Another suggestion was to do something for a disadvantaged local group. The concensus was that a sub group could be formed to take on the task using the FOE database of contacts to facilitate fund raising. Julie agreed to take that on and the situation would be reviewed at Februarys meeting. 
88 Angel St
Tim and Oliver from Steele Associates gave a presentation on a development they are working on at 88 Angel for 3 terraces. The plan involves a state of the art environmental build, with natural cooling and heating, roof gardens, recycling wastewater etc. They are looking to get feedback from residents on the development to anticipate any issues. The reaction from FOE was generally positive with some raising the fact that there was no off street parking planned and how this may be raised in any DA submissions. 
Promenade Dance Studio (Prospect St Erskineville)
Colin and John from the south end of Prospect St in Erskineville were present to ask advice on how to deal with a noise issue from the dance studio at the corner of Prospect and Victoria. There appears to be no restriction on the hours in which lessons occur. The DA is coming up for exhibition. Paul and Brett suggested they get as many neighbours on side and talk to sympathetic Councillors.
Flora Street
There were residents from Flora Street looking for advice on Councils plan to install residents parking permits from 8am to 10pm. A number of residents are opposed to the plan. They have already made a 500 letterbox drop. It was suggested they talk to Councillors directly. 
Traffic and Parking
Brett summarises the traffic and parking situation to date. All information from the survey is being collated by Tim Hiley and will be presented at the end of January along with a media release. No response yet from Council on FOE letter in regards to Car Share program. Point raised was how does the Council intend to integrate the various schemes. It was noted that ‘Go Get’ made 50 responses to survey 2 days before close of survey.

Brett Mason opens meeting and begins by welcoming an informal delegation from the south Erskineville area who are present to discuss their problems with an affordable housing development being planned for the Egg Studio warehouse site on the corner of Rochford and Knight (D/2010/1398).

The proposal contains 13 units within a 24 sq m and a maximum residency of 2 people per unit. With affordable housing developments the developer can access tax benefits. Occupants would be means tested and would have to meet specific income levels. Some residents suggest this is an ambit claim. The affordable housing label lasts for 10 years before it finishes. The main concern of residents is there is no provision for parking in an area which is already over parked. Though there is no philosophical objection to affordable housing they question the correctness of this particular site.
 The group wished to get advice on how to organize an objection to this development. Brett explained Council process and suggested strategies that have been followed by FOE – mobilize residents, letter box drops, individual letters to Council and specifically face to face meetings with Councillors. Focus on parking. noise/acoustics, density, and privacy/overshadowing. FOE could also provide a web page for their use. 
Traffic and Parking (Tim Hiley)
Tim briefly summarized the results of the traffic/parking survey and said he would now filter the results through data software in order to present the material. It will be prioritized by street, a set of recommendations made and then a media release prepared with results posted on FOE web site. 
Some immediate observations:
Approximately 223 responses over 56 streets.
Over 87% of residents have a car.
90% report increase in traffic.
75% see a need for more safety crossings.
Trucks reported using streets illegally.
45% report problems with parking.
40% of residents concerned with car share schemes and 60% ok with it.
20% find it not a problem finding a park.
29% want parking restrictions and 30% no change. 
The issue of parking restrictions is potentially the most divisive issue.

Ashmore Estate (1A Coulson Street)
They and other residents are concerned about noise from trucks accessing the estate during the night. Noise comes from the constant slowing down and revving up as they go over speed bumps and the loading of rubbish etc. They have approached some of the businesses (who are infringing the terms of their EA) with mixed results. 
They have started up a Facebook page to gather support and designed posters etc, readying for a campaign. Paul and other FOE’s suggested they should get in touch with Councillors to get them on side, talk to the media and contact all the residents with the aim of getting as much support as possible. 
Traffic
Traffic Survey: Most flyers have been letter box dropped with the rest out by next week. Results of survey will be dealt with next meeting. 
Car Share: Queries re car share set-up were noted in a letter sent to Council but so far no response yet. 
Parking:  It was decided to write to Council noting that FOE were conducting a survey and request a complete audit of residents in Erskineville area in regard to their opinions on car parking. At present  there are a range of views but no consistent clear strategy on permits/temp parking/residents parking etc. 
John St: Brett noted pavement renovation had commenced in John St and would contact Council to find out what this was for. 
Village Business Liaison
A couple of businesses had responded they were interested but the general impression was that there was little enthusiasm to be involved, even if they should get together out of self interest. They are busy and probably thought they were going to be inundated with emails and tasks to respond to. 
Fund Raising
Carmel Tebbut has a total of $300,000 available for local groups to use. It was suggested FOE should apply for a grant to use on the Community Garden. Maybe Julie could follow this up. 
FOEs Overall Strategy
Madeleine raised the issue of defining FOEs strategy and what FOE stands for more clearly. She believes there is a danger of moving from one issue to the next without engaging Council on the big issues. FOE should be involved with Council to the point that they consult with FOE on proposals that affect the community. The community should see FOE as an information resource as well as an activist group.
Brett raised the discussion we had re Council Development Plans – it came to nothing as Council refuse to define their policies in writing. 
Amalina suggests picking a community issue and inviting Councillors to a BBQ for example. Promote these issues on the website. 
Paul believes picking a single issue such as parking and getting the community behind FOE is the best strategy. 
Treaurers Report
FOE now has an account with Sydney Credit Union. It was decided to forget PayPal and use EFT instead as the payment process. Funds stand at $1327.00 presently. 
Other Issues
The old Allans Cake Shop development has been dropped due to asbestos problems.
